Evaluation and Prioritization of Key Good Governance Components in Smart City Development Using Fuzzy Delphi (Case Study: Qazvin)

Abstract

The development of urbanization and uneven growth of cities, environmental impacts of urbanization, transportation problems, economic crises, technological development, and bureaucratic issues in traditional urban management systems all contribute to the need for smart city initiatives and the implementation of good urban governance. In Qazvin city, despite some efforts in smart city projects, many aspects of good governance and methods to take advantage of current technology have been neglected. Therefore, this research aims to identify the key components of good urban governance in the context of smart city initiatives in Qazvin. It is considered to be applied and development-oriented in terms of its purpose and mixed-methods in terms of its essence (both quantitative and qualitative). The descriptive-documentary- Survey method is used and the statistical population of the study consists 40 experts and specialists. Data collection tools included library studies for qualitative research and a questionnaire for quantitative research. Therefore, the components of good urban governance in the smart city have been extracted and optimized and prioritized using statistical data and fuzzy Delphi technique. The results indicate that the components of citizens' access to open data in the field of smart city programs and urban affairs, the performance of city managers considering up-to-date knowledge, and the level of citizens' access to virtual services provided by organizations and municipalities have given first priority to creating good and smart urban governance in Qazvin.
